When a rocket goes off course, these people blow it up so it doesn't hit cities like Orlando. They send a very high frequency signal that trips a specific self-destruct relay. A Delta rocket was blown up fairly recently. They switched over to satellite tracking a few years ago-- everything used to be ground-based radar. GPS data is cleaner.
